If the water inside of the bowl is rising, and spinning but won't go down. You could try testing the drain, and siphon by pouring a small bucket of water into the bowl to make sure the drain, and siphon work correctly. The water should eventually be flushed even if there is not a tank attached. The jet at the bottom of the bowl could also be stopped up. Make sure that the jet is clear and allowing the water through. Another problem could be that the rim holes in the bowl are blocked, or clogged by debris. You can clean these holes out by untwisting the end of a metal coat hangar, and cleaning each of them. If these holes are clogged it will prevent water from coming into the bowl from the tank which can restrict the flow of the water from the tank into the bowl.
