If the Mansfield toilet bowl will not empty there are a few reasons why that could be happening. One reason could be that the water level in the toilet tank may be to low. The water line should be about 1/4 of an inch below the top of the flush valve. It could also be that the replenish tube is to loose, or not supplying enough water into the toilet bowl. Also the jets, or holes under the rim in the bowl could be clogged. You can clean them out by untwisting a metal coat hanger to unclog any debris or buildup that may be inside of the holes. Another problem that may occur is that the wrong lever is in the toilet not allowing the flush valve to come up far enough, or the flush valve is damaged. The last thing thing it could be is that the drain could be partially clogged or blocked siphoning the water out of the bowl.
